OK; the boyz at IEXBeta steered me to my problem/solution...
I have TweakUI installed on that account, and on the "IE" tab of TweakUI there's a box labeled "Shell Enhancements"...I had unchecked it...
...Re-checking it restored the "Desktop" tab to Display properties, which lets me add a background image to the desktop...
Don't know why MS had this option added to TweakUI...So you could hide the naked pictures of your wife???...
