are u refering to yr Public IP of yr router??
cause if u put yr router's WAN IP address , it should forward that request to yr server and the ISS should respond to it giving u the nice default page :P
but if it's giving the "Cannot find server" error then it's because of a timeout somewhere thru the road...
it can be yr IIS that's not configured to respond to requests on any IP address of yr server (and therefore still responding to request from the LAN ), or yr router that is droping that packet instead of forwarding it to yr server's port
