format c:
/q - for a quick format
if it is a new hdd, recommend the normal (longer time)

Where V= Volume lable

Many different ways of formatting a drive, the example above will perform a quick format and set the volume lable

(Leech's post has a typo; should be a space after c

This syntax will format c: and also transfer the system files (command.com, etc.) from the DOS floppy or hdd to the newly formatted drive, making the new drive bootable.
