The patch was designed to kill a security vulnerability on Windows NT4, 2000 and XP. It was possible for a malicious user to gain privileges on a machine they had logged into by using inter-process communications, in particular WM_TIMER. However, the patch proved to be a dangerous thing to install on NT4.
