Does the videocard has a power connector?
Your PSU is 400 watts, but most important, what's it's nominal output?
You do have a lot of stuff connected.....
Check the nominal output of your PSU(usually listed on a sticker, attached on the powersupply)and see here how much watts you need for your setup:

i tried what yall told me,i removed two hds, and a mother board controller card, but upon going to reformat, i noticed that it wouldn't allow me, for some odd reason its like the reformatting process would start then stop at like 19%, its almost like the disc would stop reading as well...what the hell could this be....if yall can pull anything out of yalls mind of what can be wrong with my comp, ill be happy to try it and provide more info as well...holla back

if all else fails you could try the memory, might have a corrupt memory stick, also the motherboard might be bad. Most of the time if the harddrive chatters like its stopped and speeds back up then its power related, you might want to check the IDE connections. but more than likely its RAM or Motherboard related.

As both war59312 and PCTech stated above, memory is the first thing but another thing that will also do that is hardware. Disconnect everything from the computer except the cd drive and harddrive and then see if it will work. If not a bad CD will also do the same thing which is why I always place my best cd's in a safe place where they won't get messed up. Good luck
Thanks

I have 2 500w PSU's hooked up together to Power all the Gear I have in my main Rig....
7 Hdd's
DVD Rewriter
CD Rewriter
CD Rom Drive
And all the other assorted things that you need, all housed in a LI-LAN Case.....
All working smooth & steady.....
400w for your setup does seem too low....
For your other problem, goto the minimal setup config....
One Hard Disk. Video Card, Memory & CD Rom and try that...

If you want...
Just do a quick format.. you'll have to partition the drive with P.M. or something of that nature.
Gesshh.... I recently plugged in my 450W supply in my Dad's old p3 450, 384MB ram, 13GB OS drive & 250GB DATA drive, cd writer, and floppy.. Granted I'm not stressing my supply anymore..
