Bluelist?

I'm new to this site and am trying to find the bluelist software file? I have done searches and do not find anything. allthough some comments, say it's here? Does this site have a file section? if so where.

and I am just curious to see/know where these "comments" that say its here are. Sorry to disappoint you, but we have no "file" section.
