International Communication Regulatory Practice(s)

For my basic telephony class we are doing a unit on International Communication.

My countries are:
Norway

{I can't find too much on Albania...}

So far I've found that in Norway internet is quite new, Canada is next with its infrusture and that Albania almost doesn't have one.

I'm currently looking for information on regulations and policy generation. If anyone has ANY information that would be wonderful

btw : The commercial part of InterNet in norway started to grow for full in 1993, before that time
it was only people connected to UniNett ( http://www.uninett.no/ ) that was able to use it ( more or less ).
