Yes it is m8 ... look here:

IE Internet Security is a password-protected Internet security utility that customizes different features of the Internet Explorer Web browser. It allows you to disable abilities to change your web browser settings, restrict access to certain tabs of Internet Options dialog box, as well as specific settings from each tab. It lets you disable certain menu items and buttons and prevent others from editing your Favorites. Due to multi-user support, IE Internet Security gives you a great ability to customize the Internet Explorer web browser for each user personally. Existing password protection will not let your users to remove set restrictions or to remove the program itself. You'll find the program interface very easy to negotiate. Excellent online help is available. Try our password and security tools.

I did some reading after your request and 3rd party applications are the better option as several others have stated. Other than setting up permissions where log off and on would be required this or one like it may be best. At least it protects the complete file not just the shortcut, where it could be accessed through windows explorer.

Another alternative would be a secondary firewall where you could password protect after denying access to the internet.

Thanks
Dudelive

Italiano beat me to it, so here is a second choice

@ Alpine While you are looking at those, here is another one that is worth looking at.

http://www.codework.com/bcontrol/product.html
Quote:
BrowseControl helps you restrict inappropriate surfing and enforce Internet usage policies in your organization. BrowseControl can: completely block internet, allow access only to Web sites you specify, denying access to any domain you enter and schedule internet ON at only certain times of day. E-mail, FTP sites, Instant Messaging, ICQ, Newsgroups, etc can also be restricted.
In addition to restricting internet activity and Application blocking there is the ability to lock User PCs (blank screen, keyboard, mouse). CD/Floppy Drives can also be easily locked/unlocked.

Thanks
Dudelive
