Caps In Topic?

Why is it that when I try to use a cap for the first letter of each word in a thread topic, the board makes it lower case. 

Is that some SHOUT feature or something?

I'm thankful that I'm a MOD and when I edit the topic to the way I wanted it before, it stays.

Yes, it's an anti-shouut feature, we also have an anti-punctuation\exclamation abuse filter on as well
