I presume you are using Windows Xp, what flavour? Home or Pro?
Most of the stuff you want to do can be done with the User Manager in Admin Tools for the pro version but i'm not sure about the home version of XP. Search microsoft.com for User Rights Management for some help with that

Install Process Guard and set a pw for it.

Then block all programs you dont want her to be able to run. You can even let her run Task Manger in case something needs to be closed. You can use ProcessGuard though to make it so she cant close PG first of all or any other appz you are running. Like a firewall, antiviurs, etc.

I would also make her a power user instead of a limited user so she wont be complaing as much. Thats if you want her to be able to like install games off cds, running system appz like antivirus, firewall, etc.

If you dont trust her at all then user account. Though for me my main problem with that is that i then have to give a ton of programs write access manualy for them to work 100% like my antivirus, firewall, etc.

I would also use WinXP Pro. if possiable so I can use Group Policy Editor, (gpedit.msc via run) to resrict access. Like not letting her edit the start menu, access the control panel, change system wide settings, etc.
