I recently downloaded and installed KDE 3. It's brilliant but I have one problem with it. Every login I get the kpersonalizer pops up and I don't know how to get rid of it. Is there any way?

CARTMAN is an unknown quantity at this point
I assume you installed in /opt/kde3 then you should check /opt/kde3/share/autostart and ~.kde/Autostart folders.

All I had to do was edit the ~/.kde/share/config/kpersonalizerrc and add this line:
FirstLogin=false.
