When we reviewed the original Monsoon II (
http://www.extremetech.com/article2/...2021512,00.asp) thermal electric cooler (aka "Peltier cooler"), we found it offered very effective cooling with a couple of notable drawbacks. First, the 92mm fan was a bit on the noisy side. Second, the control circuitry fit into a 5.25-inch drive bay. That's fine for some, but many users with smaller cases simply want everything to remain fully internal.
