I have a coolermaster hard drive cooler, the drive fits into this aluminum shell which then goes into a 5 1/4 bay with a fan that blows air through it. Its noisy though, so I have disconnected the fan.
There are other options avalible though.
If you have an Intel chipset try the Intel Application Accellerator, it reduces hard drive noise so it may also help cool it down.
