Run DOS from CD

I'm trying to figure out the best way to run DOS from a CD. We have several DOS based radio programming programs at work that I need to be able to run off of any NT based computer without having to dual boot. The programs also requires access to the com port in order to program the radios. Any idea if this can be done and how I need to go about it?
