try logging on as administrator and see if you can change the security level from that account.

Try this:

From the affected account press the start button and then run program, type gpedit.msc in the run program window and press enter.
Expand the User Configuration tree, expand the Administrative Templates tree, the windows components tree, the internet explorer tree and the internet control panel tree.
Expand the Security Page tree then click on the Internet Zone Icon.
In the right hand pane look for "Allow File Downloads" double click and change the setting to enabled- it should look something like he attached image. Rebbot and try downloading a zip or rar.

Thanx for the help guys...unfortunately, still no go...Not in a position to reformat and reinstall anytime soon, so I guess I'll live with it for now...

When you try to download ur zip /rar files what is the exact message you get?
Please post that message or a screenshot of it then we'll fix it. Fat32 or NTFS?

Well guess what the same thing is happening to me all over again same as you are explaining. And I have changed the security in the internet zone download area, I even went as far as enabling everything in internet zone under the custom tab and i still cant download any files at all. This is in XP sp2.

I understand this is old post but...

Not being able to download on demand was driving me nuts.
Fixed by uninstalling SP2...
Now all downloading of any files work as expected...
Nov.5 2004.

Edit: Gonna try reinstalling SP2 digi signed but not from the MS SP2.CD. Using from teh one downloaded first day out. Will report back. lates, jiz.

Dunno if you ever resolved ur orig prob with dl'ing but if you did and you see this please let us know
