All you need to do is delete the WPABALN.EXE from the \WINDOWS\SYSTEM32 and the \WINDOWS\SYSTEM32\DLLCACHE folder. This has to be done while Windows .NET Server isn't running.
Assuming that you have installed the OS on an NTFS formatted partition, you need eighter the "NTFS for DOS Pro" to gain access to the folders, or you boot from your installation CD and choose to repair the system with the "Recovery Console". In both ways you'll have access to the two folders and you can delete the files.
Of course if you installed the OS on and FAT32 formatted partition you can just boot from Windows9x floppy, and delete the two files.
