Folder Options Gone Missing

Has anyone else noticed this . I just installed 1081 the other day and have now noticed that my Folder options are missing from both the tools menu and in Control panel , how can I get them back?
also I saw mention that the IDW logging tool was removed in 1081 however mine is still going strong (what is this supposed to do?)

You may try to reinstall the SP1 for the folder options,

I don't have this problem.

And for the " IDW logging tool " is it there from a previous SP1 installation?
