My CPU usage is always high on this system, I am running windows xp, with 256mb ram and 1ghz processor, and at the moment i only got msn on and the cpu usage is 68-70+, what is the reason for been so high and can I sort it out?

Well what is using it in task manager? Assume your using winnt xx. Hope so anyways, if no switch to win2k.
If using winnt xx then disabled un-needed serivces and programs that run on startup using msconfig.

@DaMaster - is this immediately on start up or after a while?
In addtion to what war59312 says, you might want to look at Task Manager/Processes to see what is running.

I have disabled uneeded services and I only have 21 process, most of them from windows, and windowsblind and msn, thats the only process I have.

I have a 1 ghz with 512 ram and I ran across the same problem except it was using 100%. I traced my problem down to Norton 2004, went back to Norton 2003 and solved my problem.

Even on norton 2003, its the same and plus I have auto-protection off.

have you tried running a spyware elimination program? I found that to be one of my many problems. I dont run an antivirus, thats how I solved my problem! hope everything works out
