I had this same problem with my VIA chipset for a long long time and it took me forever to fix. Try putting your video card into the first PCI slot and the sound card into the last slot so that it is as far away from the CPU / RAM banks as possible. Then check your BIOS for any settings that have to do with PCI Latency or PCI Read / Write Caching and enable them. If you have one that is PCI Latency Timer and you have to tell it a number try setting it to 32 first, and if that doesn't help, try changing it to 64. There is a patch @ [link]www.viahardware.com[/link] that fixes this exact same problem with VIA chipsets but I don't know if there is one avalible for SIS chipsets or not.
Edit. Also update your motherboard's BIOS to the newest one avalible. You can get the BIOS and the flasher from ECS's website and you can get a DOS bootdisk (if you don't have one) from [link]www.bootdisk.com[/link]
