Yeah, had some cases with Telewst (UK) about people managing it, and then getting throttled by their ISp who spies on the bandwidth they use.

with most modern cable companies that use docsis complient hardware you can't do this, and if you can you'll get busted pretty quickly i'm sure

I have to say that 15kbps or should I say more like 13kbps just don't cut it for the $MONEY$
