Intel Dual Core Question

That is a 2.8Ghz, Intel Dual Core Pentium D Chip, and it has 64 Extensions. Now my question is this, is that TWO 2.8 Ghz CPUs or is it 1.4Ghz @ 2 processors for a total of 2.8Ghz? If its 2.8Ghz for each core then I think 255 or so is pretty good! Now I know they can do multiple things at once because its a dual core, but if they are only doing one thing do they accomplish the task together? Like for instances if I need only 1 core do process the data will they both do it at twice the speed? Help me, i'm behind the times with dual cores and 64bit!
