put your .Microsoft .NET Framework Version 1.1 Redistributable Package dotnetfx.exe in folder..
Rename the exe to setup.exe
Now make your ISO

greypigeon and Will, thank you for time mate. If you try HotRod's method you will find it so much easier. It works with the dotnetfx.exe I have and no need 34 files.
