hello all nice 2 be here again

i have a little well big well HuGe pc problem.

it goes like this. ___ 1st i had a pen 466 machinewas wroking great had it for almost 3years running windows 2000 pro. Now i hada cd-r/rw and its a general electric brand a lg. Now it started now burning off and on kept getting a cant follow track error. till yeterday when i tried to

1.clean the dust from the cables inside the machine [that didnt help nr with the cd burner]
2.Switch the cables [now it booted before i cleaned the cable and after that and after i switched the cd burner cable]

NOW
Here the thing i went back to switch the cd burner cable to the old cable. Now i tried to turn on the pcand it wont come on.
there is no power to the pc.

is there any way i can find out whats wrong

i already tried taking out the battery to clear the cmos and it didnt work. Now it must be getting power cause here is the thing.
My usb joystick still has booth green lights on even though my keyboard which is usb with a different connection on it to make ita regularround [serial cable i think] keyboard it wont light up

but

my joystick will now if i unplug the power cord the joystick lights go out as well. so there must be some power there somewhere.
Also tried the i/io switch in the back and am out of idea's.

there is no beeps no sounds nothing
