[b]I'm running XP pro , GF2-mx400 and an ESS1938 based soundcard , no problems here except the CPU running out of grunt , only a k62-500. , Try a clean install approach and go from there , After a clean install my machine plays DVD /VCD and games much better , things can just get too messy. Have you tried this fix yet?
GTA 3 WINDOWS XP FIX
--------------------------------------------------------------------------------
If you're running Windows XP & an nVIDIA based graphics card (and possibly some other brands) with GTA3:PC and experiencing problems, then don't worry! There's some important information in the 'readme' file of the CD. Here's the important snippet.
"We have found a possible problem with Windows XP that manifests itself as graphical problems both in the game menu and also during game play. We have traced this problem to be a Windows XP problem. Technically this problem is solved by the use of a newer version of d3d8.dll than is shipped on CD with Windows XP. (The version on the Windows XP CD that has problems is 5.1.26000.0 ? versions tested without error include 5.1.2600.15 and 5.1.2600.29)
Currently the only way we know to update this dll file is to install the Windows XP Patch: "The Computer Cannot Enter Standby or Hibernate if a Direct3D-Based Screen Saver Is Running (Q306676)" downloadable from here.
This update may in the future be available as part of an official Windows XP Service Pack, a Windows XP Compatibility Update, or possibly a DirectX 8.1 update."
IF U HAVE ANY TROUBLES WITH THE GAME RUNNING WITH WINDOWS XP get this patch below to fix it

The makers of gta3 are passing the buck, although the game may be good, it is sh*t as far as running on any computer, this is not only happening on xp but all other OS's as well, they just don't want to fix it, the makers, Rockstar, just don't want to fix it or admit it is their problem....It is also the Same with EA games and MOHAA, it runs fine until you patch it to 1.11, then you get a lock-up...well that has been blamed on c-media, when the one thing everyone has in common is the ifeel mouse by logitech, or any forcefeedback mouse using the immersion software....how was this determined?? through forums like this

I had this same problem with my VIA chipset for a long long time and it took me forever to fix. Try putting your video card into the first PCI slot and the sound card into the last slot so that it is as far away from the CPU / RAM banks as possible. Then check your BIOS for any settings that have to do with PCI Latency or PCI Read / Write Caching and enable them. If you have one that is PCI Latency Timer and you have to tell it a number try setting it to 32 first, and if that doesn't help, try changing it to 64. There is a patch @ [link]www.viahardware.com[/link] that fixes this exact same problem with VIA chipsets but I don't know if there is one avalible for SIS chipsets or not.
Edit. Also update your motherboard's BIOS to the newest one avalible. You can get the BIOS and the flasher from ECS's website and you can get a DOS bootdisk (if you don't have one) from [link]www.bootdisk.com[/link]

Jessica -- Howdy. I have a similar setup on one of my other puters -- and the solution provided by Sephiroth worked for my setup. Do you have the bios update from ECS? That helped a little before I decided to start moving things around. The other thing that the company I bought the system from told me is that some of the power suppplies have been known to cause interference -- I whined and bitched and they were kind enough to send me a new one.
Hopefully you can get this straightened out. If you need more info -- drop me a PM. I would be happy to help out if I can.
