Is there any type of software that can limit bandwidth.

Friend uses a T1 in college, at 300Kbps down and 300Kbps up.
But they limit the amount of data...so after so many downloads...he gets bumped to a slower server.

Is there any software that would allow him to say limit his bandwidth to like 100? or something?

*I* think it'd be packaged inside some sort of proxy software, maybe even firewall software?
