Nice and simple tool, but to simple.
This tool only has a static load not a dynamic one.
Every power supply gives a nice output when you have a static load.
If it is dynamic then it's another story.

I can't see the attached pics now (maybe due to the change of host for the board), but in general I would say that a voltage output slightly varying within a range of 0.1 Volts is no problem at all.
Sudden spikes can be a problem but they are usually within much bigger voltage ranges (and can be measured using an oscilloscope or other more advanced tool only).
Having said this my guess is that you have a problem with the drive or the IDE-cable or the connectors (oxide?).
