I know there were devices that did similar things with the sky digibox and later turned out to be cons. Basically a device simulated a phone line was conected to the digibox. You could order as many box office programs you wanted and as the digibox couldnt contact sky, you werent charged. The problem was the orders were stored on a "send later" list on your card. When you reached a credit limit your box refused to funtion tilll you connected it back to a real line and got a nasty bill. So I would be very weary of these devices even if they appear to work at first.
