All Programs Needs Clicking

My all programs on the startmenu needs to be clicked to expand, this happened to my second computer. Every other menu other than the ones that appears at the panel which appears when clicking the startbutton functions normally.

How can i fix it so it expands right away?

Start / Properties / Customize / Advanced / Place a check in the top box on the left side ( Open submenus when I pause at them with my mouse )


Now let me go back and fix mine so it goes back to doing it
