pcservicetech is an unknown quantity at this point
After a recent install of an Intel mobo I found that under WinXP it had IRQ's assigned to video,sound,modem,nic ect. of 16,17,19,20,21,22,23.
I emailed Intel Tech Support and was pointed to this article.
