poolman is an unknown quantity at this point

Ok, i will be working with some older computers Win95/98 and maybe ME. Is there a hack or something that will prevent people from deleting the desktop icons? I know of software that can do it but that won't be a possible, i really need some kind of reg hack or other way to accomplish this.

I wold be very grateful if anyone can help.
