I don't know when it all started to happen but the past few days this happens:
I can recieve all accounts with no problems.
When I try to reply to an email I always get this

The message could not be sent because one of the recipients was rejected by the server. The rejected e-mail address was 'morixxx@jcom.home.ne.jp'. Subject '?Ç?¢?½?µ?Ü?µ?Ä', Account: 'SoNet', Server: 'mail.zd5.so-net.ne.jp', Protocol: SMTP, Server Response: '550 5.7.1 <morixxx@jcom.home.ne.jp>... Relay operation rejected', Port: 25, Secure(SSL): No, Server Error: 550, Error Number: 0x800CCC79

Its driving me nuts I'm almost ready to do a clean install unless someone can save my ass

This is a configuration problem. Go into your accounts section of OE and make sure all your ISP server info is correct (pop3 and smtp). check with your ISP to see if the server has changed. This issue DOES not require reinstallation of the OS. If these tips do not work, post back here and we will try something else. This is solvable.

550 ... Host unknown
This usually is the result of trying to send a email directly to a particular email server machine, rather than the user's generic email address. That particular server may have been retired, and the user's mailbox location moved to another server.
At any rate, to change your settings, if this is indeed the problem, try this:

Tools -> Accounts -> Mail (select the tab) -> (select the account) -> Properties (hit the button) -> Servers (select the tab)

then make sure that:

Incoming Mail Server:
"Log on using secure password authentication" is turned OFF

Outgoing Mail Server:
"My server requires authentication" is turned ON

I checked my configuration according to zonko and saw that
Outgoing Mail Server: "My server requires authentication" was turned OFF
so I turned it ON and thought everything was fixed for awhile.

But it happened today again...wierd...

Sometime it works sometime it will not send out???

Must be something with my new cable lan or something.

Thanx for da help RadiationBoy, Zonko, JacKDynne

Anyway will sit tight for any other help ... till then I'm reading over and over what RadiationBoy linked me to.
h34r:" class="inlineimg" />

Reading also over and over what Zonko posted about OE probs.
