do a google for xammp
comes with apache, mysql, php, a mail server, ftp server, you can disable the anyones you dont want, and plus it comes with an SSL cert! for the localhost.
xammp is what I use and it works perfect!
I run a server on an OLD amd 1900 and it works perfect, no slow downs at all. It runs very well!
