The tcp/ip protocol's implementation in the older os's has been known to give issues (junk out on ya). Try uniinstalling then reinstalling tcp/ip.
If that doesn't work I have heard that there are some "tiny" versions of other os's that would run pretty smooth on a box like the on ME is on
