It is both included in the beta of the operating system itself, as well as on ATI.com (the version on ATI.com has the added benefit of support for Radeon Xpress - otherwise the driver found within the operating system and the driver found on ATI.com is identical)
So I assume Vista already includes 32-bit ATI Radeon Drivers.
