It sounds like either yourself or your neighbor has an open connection, not good from a security standpoint!
The chances are that both of your computers are using the same channel for the wireless networks, you should be able to change that in the modem/router configuration and also on the wireless card settings in your PC. You may want to configure your network's security, i think the usual security is called WPA-SK, whatever it's called you should be able to limit the connections to and from your computer by requiring it to have a shared key (password you decide upon). This can also be set in the above locations.
Did you get a manual? i'm pretty new to wireless myself so i only have rudimentary knowledge, i'm not up to spec on all the types of router and modems out there. Whatt make/model of router is it? if i can download a PDF i might be able to help.
