I have had this happen to me with a couple of systems I put together, one Intel and one Athlon based. Lights come on, fans are all spinning, monitor is powered up but only a black screen, no boot. In both cases, the motherboard was defective: replacement with a new board (same model) was the solution. Clearing the CMOS, etc. had no effect.
These were newly-built systems, though, never booted up before. Not quite what felixml is talking about, unless the motherboard just happened to fail at the same time.
