That makes sense: the "normal" SP2 upgrade will fail if it finds that the current Office XP installation was made from an administrative install point / CD , or from a SP1 administrative install/slipstreamed CD.
There's a well known w@rezed Office XP CD which is no more than an administrative install point back-up... those who use it can't apply the "normal" SP1/SP2 and must go for the "admin".
