Heh, it's probably a poor joke. If not, I don't particularly find it that shocking... anyone can buy explosives from 100% legal sources. Commiting a terrorist attack isn't difficult, any idiot with a little planning could do a lot of damage, but thankfully 99.9999999% of the population are not sufficiently immoral scumbags.
