MO, you never did say what brand or model this hd is. I have only used Seagate (SATA) Maxtor (SATA and ATA) and Fujitsu (ATA). The only drive that went south on me that I threw out was a Fujitsu. I never had a drive that presented a noise issue. Most noise problems here have been case fans and some really awful power supplies. Scratching my head.
Take the sucker back under warranty and get a new one. That is the best solution.
