I hesitate to say this but in reality she is your sister-in law and talking needs to be done. You may need to tell her straight up not to use it for "junk" that causes problems. Also, yes do password the firewall so it is blocking but as soon as you do you will have to explain anyway why. Use XP set up a limited account may be the better choice. PS: you could always format and not reinstall some things and use real good security "because of hackers". Thats your story and I'm sticking to it.
