Yes you can encode to lower bit rates e.g 128 Kbps or to higher higher bit rates e.g 256 Kbps in Windows Media Audio 9 Professional.

Example:

For Windows Media Audio 9 Professional, Bitrate VBR, 128 Kbps 44 kHz 2 channel 24-bit
-a_codec WMA9PRO -a_mode 3 -a_setting 128_44_2_24
Set the drop down menu value to: 128 Kbps

For Windows Media Audio 9 Professional, Bitrate VBR, 192 Kbps 44 kHz 2 channel 24-bit
-a_codec WMA9PRO -a_mode 3 -a_setting 192_44_2_24
Set the drop down menu value to: 192 Kbps

For Windows Media Audio 9 Professional, Bitrate VBR, 256 Kbps 44 kHz 2 channel 24-bit
-a_codec WMA9PRO -a_mode 3 -a_setting 256_44_2_24
Set the drop down menu value to: 256 Kbps
