After reading all that article..the below comment is more like the truth. I have thought that for awhile also. To me it would make more sense to try to get drunk drivers off the road, homes for the homeless and several other WORTH while things in order before they spend OUR tax money for something that just may not work except make more people homeless and cause them to get drunk to try to cure the problem that the fines caused.

I am NOT saying to break the law but just that things should be looked at throughly first.
