I still can't get access to that site due to our proxy server blocking almost everything, however, do u know of any other free CGI IRC sites that have access to more servers like dalnet and efnet? I tried searching on google with not much luck.

I think you are unlikely to find any public CGI-IRC gateways, as they would often be abused by people trying to evade bans, etc, and hence banned from major IRC networks.
Your best bet would be to find some free webspace which supports Perl/CGI scripts, (
www.polarhome.com might be a good choice), and upload the script yourself. It can be downloaded fromhttp://cgiirc.sourceforge.net
