OK now I understand your question Rudi.

You have a problem in your Windows which prevents you to excute a file by just double clicking it. So as a workaround you are executing the file as Run As. The problem still remains until you deselect "protect my computer and data from unauthorized program activity". That CheckBox is automatically selected by default, so you are asking is there a setting somewhere which could make this CheckBox deselcted by default.

Well dude, this should be a really annoying problem - even the workaround. So may I suggest you trying to fix the Double-clicking error?

Do you get the same problem (when double clicking) in another User Account? If you haven't tried that before, please create another Administrator account from User Accounts, and try executing an Application just clicking it as normal (not Run As). If you succeed, then it is the easiest solution (afaik). Just transfer you documents to that User Account, and forget about your current acccount.
