1) Are you using Cable or DSL. Use 1492 in case of DSL and 1500 for cable.
2) You must be talking about the 20% for QOS reserved bandwidth.
Start -> Run -> gpedit.msc -> Computer configuration -> Administrative templates -> Network -> Limit Reservable Bandwidth. Double Click on it, select enable and reduce % to 0.
