Have to say quality wise I like DVD2SVCD
http://www.dvd2svcd.org/ with CCE encoder. I Do 4 pass and it's excellent quality. I do header trick to the svcd to make it vcd so I can play it in my standalone DVD. I also like TMPGEnc. Just play with them all and you'll find one that does what you want.
