You have a Pentium 466? There isn't a Pentium 466 so thats wrong for a start.
Sounds like an earthing problem. SOmetimes PC's do not power on. Try unplugging the PSU cable that goes to the motherboard and plug it back in again.
If not, take everything out the case, and make sure that the scres that fix the motherboard to the case have little rubber rings around them (where they come into contact with the case).
Sometimes removing stuff and seating it back helps.
