I'm pretty sure the one he used was the same one that was used for NT4, but I dunno what it's called...
The Policy editor for NT4 is called PolEdit.exe, if that is what you mean. Beside that file you'll need common.adm and Windows.adm to exclude executables for starting.
What I'd do if I were you is uncheck everything, and use the standard Win2K Domain/Group policies, cause PolEdit sux
