This happened to me recently and it turned out to be dirty contacts on my PCI Modem card.
Pull all of your PCI (and other) boards and clean the contacts. Also remove and re-plug all of your IDE cables. If your RAM is bad, you'll have to borrow a stick to confirm the prob.
