For dialup and ISDN it is possible to bundle two lines into one. There are two conditions for this. Firstly your ISP must support this, and secondly both must be dialing the same ISP. The PPP protocol supports line bundling. Basically your PC tells your ISP to treat the two connections as one, and to give you one IP. In windows if you have several modems installed, I belive its just a matter of ticking the boxes next to the ones you want to use.

For cable/DSL its impossible. All the connection/protocol stuff is handled by your modem/router. If you have two connections you end up with two seperate IP addresses. It is not possible to have twice the connection speed as any internet server will only return data to the IP that requested it.

In theory, with the right software it would be possible to use the RESUME feature most FTP/HTTP servers have to simultaneously download half of a file on one connection, and half over the other. I havent seen any ready-made software that does this tho. Not to mention windows is a bitch when it comes to handling two interfaces with two gateways.
